Filing your E-2 visa at the U.S. Consulate General Ciudad Juarez

The review comes before the interview, so the package must be complete when it is sent. Further instructions follow the review rather than preceding it.

If you need to change an E-2 appointment, email the consular section. Do not reschedule or cancel it in the visa system.

The system permits the action and the consequence is not a moved appointment. This applies across Mission Mexico, and it is the single most damaging self-inflicted error at either processing post.

The package may run to 100 single-sided pages across eight tabs — cover letter, administrative documents, ownership, investment, operations, substantiality, marginality and applicant qualifications.

Each email is capped at 25 MB. Where the package needs more than one message, number the subject line "Surname, Given Name, Business Name, E-2 visa application (1 of 2)". Send PDFs only; zipped or linked files are rejected because the consular section cannot open them.

The rules are identical: same page limit, same eight tabs, same 25 MB per email, same Yatri payment window, same prohibition on rescheduling in the system. Neither post reads a case differently from the other.

The decision is therefore about travel and appointment availability. Because biometrics can be given at any Applicant Service Center in the country, the only journey that is fixed to the post is the interview itself.

Any post-interview administrative processing sits on top, and it is not uniform across applicants.

The E-2 is a nonimmigrant treaty investor visa open to nationals of countries holding a qualifying treaty of commerce with the United States, and Mexico is one of those treaty countries. You must have invested, or be actively investing, a substantial amount of your own at-risk capital in a real and operating U.S. business that you will direct and develop.

The enterprise must be at least 50 percent owned by persons holding the treaty nationality, or controlled by a qualifying national — a test that turns on the ownership table rather than on the applicant.
